DCM Hyland’s Remarks at Regional Police Specialized Training Conference, June 15, 2017

Good afternoon. It is my pleasure to be here today on the conclusion of this three-day Regional Police Specialized Training Conference.  I’m glad to see such great cooperation and representation from six countries in the region.  I have heard that you have done some great networking during the last several years, resulting in a series of conferences.  It’s great to see that what was once a new concept has become a tradition.

Providing a safe and secure environment is a key component to improving the quality of life for all citizens.  This requires law enforcement agencies to develop specialized training and constantly educate officers to fight crime and provide safety for the society.  I believe the relationships you have developed here will greatly assist you in addressing future challenges, while best practices shared here will help you better identify and plan the training programs in your own law enforcement agencies.  I hope you will continue to nurture the networks you’ve developed during this conference and will continue to work closely together in the future.

We are experiencing some of the greatest law enforcement challenges ever in this region.  Organized crime, corruption, and violent extremism are serious threats to this region.  The United States firmly supports your work to combat these threats and strengthen the rule of law though a variety of means, including specialized training for our law enforcement first responders.

Remember, each of you is a public servant and also a role model.  Apply the best principles of leadership and management while developing your strategic training plans; make yourself and your directorate positive examples for others.  Be forward thinking in your planning for specialized training.  Train and prepare for today, but perhaps more importantly, train your officers for the challenges they will face tomorrow.  The work you do to prepare your officers will benefit your institutions, your communities, and your countries for many years to come.

I applaud you for the work that you’ve each poured into this Conference.  I’m glad to see such great regional cooperation and I encourage you to continue making a difference every day. Congratulations to all of you for accepting the challenges you face every day in a very demanding and sometimes dangerous profession.  I wish you continued success in your careers.  Stay safe.  Thank you.
