Ambassador Hovenier’s Remarks at the signing of the U.S. – Kosovo Agreement concerning Security Measures for the Protection of Classified Information, 24 August, 2023

Prime Minister Kurti, Defense Minister Maqedonci, distinguished guests, it is a pleasure to be here with you this afternoon.

We are to mark an important milestone in the relations between our two countries, as Prime Minister Kurti and I sign the U.S. – Kosovo Agreement concerning Security Measures for the Protection of Classified Information.

This agreement establishes a foundation for sharing classified information.

In the interconnected world of the 21st century, the ability for partners to share information quickly and seamlessly is vital to timely and informed decision-making.

This is especially true in the areas of security and defense.

Concluding this agreement is important not only because it is the culmination of more than two years of coordination and negotiation, it also represents the United States’ strong commitment to continued security cooperation with Kosovo.

Through this agreement, the United States and Kosovo have undertaken obligations to protect each other’s classified information, opening the door to the sharing of this information.

The agreement advances Kosovo’s ability to protect its sovereignty and territorial integrity through information sharing with the United States.

We remain steadfast in our commitment to Kosovo’s sovereignty.

This agreement also promotes our shared goal to successfully develop the Kosovo Security Force into a professional, NATO-operable, multi-ethnic, territorial defense force.

It directly supports our shared goal of Kosovo’s full integration into Euro-Atlantic security structures.

It is a whole-of-government approach which will enhance counterterrorism and regional cooperation between our two countries as well.

This agreement is particularly timely in the larger context of Putin’s ongoing brutal war of aggression against Ukraine.

In short, this agreement reflects our dedication to common goals, shared values, and a future that is more secure for both our countries.

And, it paves the way for future information-sharing and communication agreements.

I would like to express my appreciation to all those who have worked tirelessly to bring this agreement to conclusion, including Ekrim Ademi from the Ministry of Defense and Zana Tropoja from the U.S. Embassy.

Your dedication and perseverance have brought our countries even closer together. Thank you.
